Got an offer for 148k base salary for SA at Strategy& - bonus is significant but I thought base was higher. Is this typical?

What’s the best way to turn down a 2nd interview? During the 1st interview, I learned that the compensation for the role is not within the range that I am looking for and requires 400 more billable hours a year than what I bill now. I’d basically be laterally for my current salary just to bill 400 more hours. I also wasn’t aware that the local office was strictly ID. Firm website advertises lots of practice areas. Any advice? I was hired within the last year as a site supervisor. I did well my first few projects with the company. They asked if I’d be interested in transitioning into a construction manager role. I agreed. Now I still am the site supervisor on projects but I’m also doing all the construction manger duties on the project as well. Essentially 2 jobs for one salary. We have yearly reviews in December but no talks of raise have been discussed. Any help on approaching this to my boss?

I have 9.5 yrs of experience and am currently level 62 in Microsoft. I feel I should be Senior SE in Microsoft (level 63) but when I got microsoft offer last year the HR said it is the maximum they can give. Fixed base is 28 LPA.
