Need to be in the 300's for base and good bonus or not worth moving. What is typical bonus % and how much typically for a signing bonus?

Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified?
