Does HCL technology stop giving Joining Incentive?

Went through multi-day loop for L5 SA and felt confident in my interactions. Presentation went well with no lack of answers for follow up questions. Just found out 6 days later I will not be receiving an offer, and it is policy to not provide feedback of gaps or reasons behind no offer. Also found out they ask you not to reapply for 1 to 2 years for same role. Would anyone recommend an alternate path for feedback on interview (outside of recruiter) and is the 1-2 year policy true?

So i have been fortunate that i have managed to go through my career without the need for a degree. I was lucky enough to have been hired by one of the worlds top consulting firms, worked with a whole lot of big clients and travelled a lot. It's gotten to the point where I am not even asked about the lack of a degree on my resume. Personally though, it bothers me. Is there any advice for networking into projects when you don’t know many people at the firm yet? I always to help on BD work when I’m on the bench, but it never turns into any billable work. Every time I have talked to a partner/senior manager I was told I don’t have the skill set they’re looking for, but I don’t know how to build up from there.
