Reed Smith does this. If you bill a nanosecond less than 2k, they cut your salary and give you a goose egg for a bonus. Calling it BS would be an insult to bulls and their excrement

Husch Blackwell does this - 1900 requirement and if you bill a second less, they cut salary. I guess the tradeoff is, you don't get fired for missing hours, just paid less.

Salary and bonus having different measurement criteria is not strange (bill X hours to not get fired but bill Y hours to get a bonus) - it’s common to require something extra for a bonus. Performance-based salary decreases at the counsel/partner level are common, but not at all for associates. Reed Smith will cut your salary if you don’t bill 2,000 hours, but it’s lockstep and clear what the expectations and consequences are. They’re totally an outlier though, that’s not typical.
I’m a 4th year, and from what I’m seeing, all the language about the salary cuts is aimed at ‘associates.’ Not exactly a great look for this place. It’s not even BL, it’s midlaw.
