The only thing ever certain in a counter offer is money. The rest is all window dressing, that is of course unless they specifically write it in your contract.
Yes and I agreed to 2 weeks off to think about it. Came back and it's like they didn't even hear me. After 3 days back I told them I was done.
Yes and I sorely regretted it . I listened to the song and dance at my prior firm for more than a year. Their actions never matched their words. In the end it was a bitter parting. I wish i would have just left in the first place. YMMV, of course.

It should never have to come down for forcing their hand or you leaving for change to happen.
I didn't turn in a notice originally, but I did express extreme displeasure to my PML and BUPIC and told them that I planned to look elsewhere internally and externally. They offered to assist with finding a better role internally.
About three months later they came back with the standard "corporate extortion" of if you commit to work through Busy Season, we will see what can be arranged once the next fiscal year starts. Both were surprised when I said, "Too late!" and turned in my notice the next morning as I had planned to do anyway.
The promises that are usually made are an inducement to get you to stay to complete work that’s already been planned based on your skill set. There’s research that notes that that employees who accept a counter offer usually ends up leaving anyways. If you took the energy to look for a new job, trust your gut and leave. Just leave on a good note.
