I just got an offer from Accenture Switzerland, Total Comp 170K with 140K base. I have 6YOE as IT consultant and 9YOE in total. I am just upset that they did not offer me a relocation package of 20k because the cost of living in Zurich for a family with 1 child is crazy! Should I insist for a sign on bonus before accepting the offer?

The state where you are employed. A lot of states have laws around that.
You can share your non compete with the new company. Most of them will let you know if they think it will stand up in court. I have seen some resellers go after their consultants if they go to a competitor pretty aggressively in Michigan. Definitely check your state laws and consider consulting a lawyer if you are concerned.

Once you've signed the document and have become their employee you are under terms of the agreement. It doesn't matter if it is 1 day or 10 years.
That said... legal action under non-compete agreements is fairly rare. I've only seen it happen once, when a group of employees left the company start their own competing company, which pissed off the CEO.
From what I’ve seen it does depend on your state but in MA it’s non enforceable. I’ve seen it happen a few times and several have consulted with lawyers and most say to let it go until they truly believe that you will share company info.
