May I ask what region you're in? State? I would say this; after 9 years and a degree, you should go us on the scope of the role. Ask yourself, is this the scope you want? Or do you want it to be more? I was in your position 3 years ago, and since, have more than doubled my salary with the help of a great resume writer who helped me ensure I was capturing all of my skills and relevant background.
It sounds like your company has no plans to move you forward so I think it is time to go. Know your value and don't be afraid to jump ship.
You can start by passively looking for a new role and if you find something you like, make a decision. There is no reason in 2022-2023 that you can't find a role that will value your worth. Also if you're open to relocate, that helps A LOT as well.
Keep trying, either in your company or in another one. Don't give up, you have the knowledge and experience to do better. Good luck!
With 9 years of experience I would highly recommend you to start looking for another company that pays what you deserve and lets you grow. There are many job websites or maybe use your contacts to see if any opportunity is available in another company.
