It may sound a bit niche but typically those that will hire a ServiceNow administrator with less than 2 years experience are those who need a ServiceNow administrator but can't afford the price tag of one. We (a healthcare organization) moved to ServiceNow within the past year. Our organization is still looking to pay regular Sys Admin salaries for specialized talent. We've had 5+ well-fit candidates for the role who all turned it down once they learned the salary was 15-25k under their asking salary. We ended up hiring someone who had their CSA and showed ambition to learn and take on the high amount of workload that we have. If you were to do something similar, accumulate 1-2 years experience, and then apply elsewhere, I have very little doubt you'll have trouble landing a new position. This may not have been what you were looking for but I hope it helps!
I support hiring for Accenture Federal’s ServiceNow practice. Shoot me a DM and let’s talk.

Hi, it depends on the company's hiring strategy, in our company we do seek for those with less experience or entry level. We rather go for the go get attitude than experience and knowledge. I think you should look for companies who voice that out ;) Good luck with your search!
