The 3 most important aspects of real estate are location, location, location!
I’ll take the B- neighborhood over the C neighborhood any day of the week! Better neighborhoods will always have higher demand for tenants. Roof is a one time cost. If you expect $15k to $20k for the roof and just think of that as the buy in cost, that still makes the deal work.

Any property taxes and HOA figures? Property taxes can be higher in nicer subdivisions, so that can eat into the profit. Current HOA dues can also eat into profits, but also potential special assessments to fix current issues that need fixing.
There’s also a ceiling to how much rent you can charge, as competitors may be able to charge less if their profit margins allow for it, but also if getting a mortgage works out better than renting for people who are looking to get into a specific neighborhood.
So in short, don’t just look at how much you can rent them for, but also how much profit would be left after factoring in all the costs and limitations of each option.

Whichever has a growing population, low foreclosure rates, better schools, and has a higher occupancy rate (as a city/town)…
Cash flow is only great when your property is marketable and occupied… if it’s an area people are moving away from and not to, you’ll be stuck with an asset that you can’t rent and can’t sell… low occupancy, means lower tax revenue, leads to declining schools… then crime enters…
I’ve never been a fan of low cost property for the sake of leasing…
