Here my question, now she want to start her career again with her new skills in CDM, PV.

This new PTO policy is so bogus. I have a newly promoted senior that is still a staff on my large job and just told me they requested a week off during fieldwork, even though they have been unassigned for multiple weeks here and there all summer. They told me they were waiting until August so that they wouldn’t have to use their accrued time so they can bank it. So now I’m totally screwed and down a team member and my manager thinks “I can handle it”. My morale is at an all time low right now.
