There are no referrals when applying for federal employment.
Connecting with the hiring manager outside of the actual interview process is also heavily frowned upon as it could be construed as introducing favoritism and open the door for a lawsuit by another candidate. Given how risk-averse feds are by nature, the hiring manager would most likely ignore your outreach or use it to eliminate you from contention ahead of time.
Federal hiring is nothing like private sector hiring. Presuming the position is posted on USAJobs, you apply there and your application vanishes into the black hole, and you may or may not hear something back within 30-365+ days.

BAH1 is correct. Getting a job with the Federal government is not like getting a job in the private sector. Until you’re actually IN the Federal system, personal connections and referrals are a big red flag.
