I have received offer from Wipro which is little above than the offer that I am holding but fixed pay is less. Thinking of rejecting Wipro offer. Is it better to reject or accept and then not join. Some companies if they are offering will be expecting more from you, you may be expected to work more as well. Some companies there is risk of layoffs. So decide based on all these and join. Some companies there wont be any wlb. Dont go with pay alone. As its your second switch within short duration if the company you are joining is not giving you wlb or job satisfaction difficult to switch further as you are already on high salary slab and switched frequently.

To your question, yes it's absolutely okay to have multiple offers. It will give you backup as well as choice to go for the best.
And, always remember Initial offer != Final offer. People do renegotiate and it's absolutely normal to do so on the basis of counter offers.
I've 4.5 YOE, CCTC: 28.6 LPA (26 Fixed) and made 2 switches so far. This is what I've followed to get the best offer:
1. Ask at least 30% in every counter offer.
2. Don't put papers until you get 50% of your current CTC.
How and when to renegotiate?
1. You can renegotiate with multiple companies but make sure to renegotiate at the end for the company you're really interested to join.
2. Usually keep a buffer of 1 to 2 weeks. Some companies might need to get the approvals.
How and when to decline the offers?
1. Let's assume you're 100% sure you don't want to join a company, let them know 1 month before.
2. Shortlist 3-4 companies at the end. (For room of renegotiation)
3. If you want to decline just ask some unexpected amount which they definitely can't offer.
