Amex is not ready to match offer or provide more. Is this decent hike or should I ask for more. 30 more days left for notice period

I have $200K in betterment for automated investing (eg 90% stock 10% bond) and use Personal Capital to track all my accounts. I had interviewed for Cognizant and I was asked to submit my documents for offer letter release. This happened on the same day as my interview(Friday 6th May). I submitted my documents and I am trying to contact the HR who scheduled my interview, but she is not picking up my call. My question is how soon can I expect the offer letter to be released? And is there a possibility that they can reject my profile at this stage?

I am currently working in BPO with a sal of 4.5LPA with 5 YOE. Ive been learning to be a Full Stack Data Scientist, still left with 6 months. Now is it advisable for me to get a new job which'll give me hike of 20-30% taking it to 5.5-6LPA then after that look for technical profile after 6 months which'll give me hike on 5.5-6 instead of 4.5 LPA which i currently got.
