I definitely think my gender has made things a little bit difficult. I've only ever had male managers and they don't seem to understand how to connect with me sometimes. Or they assume I'm an emotional person when actually I'm just passionate about the work that we do. There are healthy emotions, and a lot of people just don't seem to get that.
I completely second this!
In my opinion, the key skills you need to work on is your writing (or communication), networking and advertising your success. You must ensure managers know your name and face, even the people you don't work with! That is absolutely critical.
Much of the public service is about 'flashiness', if you are great at and passionate about doing something specific (say education policy), you may be labelled a subject matter expert and your opportunities will be limited.
You need to tell people that you are an 'agile' generalist and enjoy doing a variety of things. Mainly being able to infer and communicate complex information to non-technical experts.
Another important thing to remember is the need for 'sugar-coating' things and being able to remain sanguine in your communication.
Public service workers effectively aide the government of the day. For example, in bad times, elected members of government don't want to be told that things are 'bad' or 'depressing'. They want to be told that things are 'challenging but there are opportunities to improve'. Former British PM Winston Churchill once said something along the lines of 'you never waste a crisis'.

I've worked at several different government agencies and my biggest problem at every one is that I'm just not a 'yes man'. If you want a promotion you must agree with every single thing your superior says and does, no matter how stupid and wasteful! Also, I must sadly agree that many female supervisors are insecure and feel threatened by their female subordinates even when they are the same race.
This is true ! I am not a yes person either so a lot of things don’t go over well with my management chain but they will be okay
You need to work on your writing and communication skills, which are still very important if you want to be taken seriously.

Learning what management wanted and how to present solutions to them helped me the most.
Secondly, it helped to learn just how to get a variety of folks to work together, in order to get projects completed.
If you show that you bring viable, actionable solutions —instead of more problems—someone in upper management will be your champion… because you make them look good.
Timing. Also, started basically doing the job I wanted before being promoted and took trainings to prepare me for that; sought opportunities to lead teams, etc.
I agree, I am a female and I work in an team or department with mostly males. The other female is older than I so I guess they get taken more seriously with different expectations and more consideration of their needs rather than mine because I am a lot of younger. I feel a huge difference in equality and opportunity amongst the team I am in based on being a younger team member and being female.
