It really depends on the comms planner. Usually a journey or some such construct dictates the stages a user goes through - unfortunately in my experience, UX takes too literal an approach to user experience and over emphasizes things like efficiency and attempts to shorten that journey - while a decent comms planner may look to intentionally install friction in that process by way of creating memorability or enjoyment, or basically any other outcome that deviates from efficiency.
