They’re the same thing
They are absolutely not the same thing. People use the terms interchangeably but its not. A good comms planner is actually closer to the creative idea and messaging work than a connections planner. Connections planning leans heavily on media and channel strategy.
I’ve been on both the media side and creative side, and held both titles. Whether you call it comms strategy or connections planning we really should be able to do both — you stay close to the creative idea, write the messaging framework. You also stay close to the media team and deliver them a channel strategy, GTM plan or comms plan as needed to inform their media plan. You just flex between the two depending on the project

Also media and channel strategy is the foundation of good comms plans (working with creative). Understanding how and when to use channels is partially how you unlock great ideas.
Both of what you’re saying have been a part of both of my job responsibilities, one with a Communications Strategy title and the other a Connections Strategy title. Both in creative agencies.
That being said, almost contrary to what you’re saying, Comms planners also exist on the media side and THEY absolutely lean heavily towards media and channel strategy.
That makes sense because you were at a creative agency. My point is their is very much a difference in the roles as I described above but we use the term interchangeably. Resulting in the confusion that caused this thread. We need to stop using them as if they are referring to the same skillets and responsibilities because although their is overlap in some areas they really are not.

And how do you square away the title "experience planner" these days? Same as connections or comms planning?
