I have 5 years of experience. I have received offer letter for IN3 role (java developer) with 22LPA(fixed)+variable(4)+joining bonus(2)..Is this good package or are they lowballing me..?? Should i try for counter offer… will they increment in case of counter offer??

Mid level Electrical Engineer in the greater Baltimore, MD area making $115k base w/ $20k sign on bonus. No yearly bonus. I started this job in April of this year. 2-3 years experience. When I onboarded they told me to expect promotion to EE III in about a year. Performance reviews coming at the end of the this year and I’m wondering 1) if my salary is on par with what I should expect 2) how to approach conversations about raises and promotion with my supervisor. My company contracts a web developer, we have a set amount of hours for the quarter and pay over if more work is needed.
He never gets anything done. Doesn’t answer emails half the time. The one thing he’s done was take out a blurb that threatened our eligibility for patent renewal.
We have another company taking over in January, but I still have some pretty important dev needs until then and I can’t get him to do a thing. I truly try to give him all he needs.
