Sounds like they don’t want to be on the hook for any plumbing issues they are aware of. If you like the place, put it under contract contingent upon the home inspection. Have a contractor come take a look and tell you what’s going on.
Maybe just an error in completing the disclosure. Question them on it.

Is it on a septic system? I would assume either that there’s a problem with the sewer line or with the septic system. Both can be expensive problems. It could also just be a typo.
Not septic.
Could be a major problem with the drain pipes or water lines from the house to the street which would mean excavation to replace. Water is turned off until remedied.

This is not being facetious, but there are houses in the upper Midwest that legit do not have indoor plumbing that people live in. Off grid cabins.
lol, this is not the case here. I’m in the upper Midwest and have only seen this in hunting cabins in Michigan’s upper peninsula.
It might just mean that the inspector was unable to access the plumbing.
