“Tough” convos are something you will need to get used to having. You’ll find your groove as to how best to approach them in a way that fits for you. Specific to this interaction, I would be transparent about why you are declining so she/he has the feedback and can adjust if possible or consider you for opportunities that are a better fit. Salary is a large consideration nothing to feel bad about.

They’d rather have you tell them the money is an issue. If your salary requirement is too high, they will tell you right away. So don’t feel bad to do the same.
I’ve told recruiters that before and their response was just “ok I will let you know if something comes up in your range that you’d be a good fit for”.

My second question to recruiters is comp. No need to move forward if we aren't in the same ball park on comp.

Or you could send them an email that says:
While your qualifications are impressive I've decided not to move forward with you as a candidate at this time.
Just email to say that you found another position that is a better fit for your career goals at this time. They’ll move on.

Thank them for their interest and the opportunity to interview, then let them know your circumstances have changed and you are pursuing a different direction. Wish them well and that they find the right candidate for the position.
