When do we get the variable pay?

I need advice on how to approach a raise request.

I am a software sales representative in the manufacturing space. My starting salary was $85,000 in 2015 I did not receive a raise until I asked for one three years later in 2018. The raise was 5%. I have not received a raise since the 5% raise I received in 2018. They granted me a $2000 one time bonus in 2021 when I asked for a raise. How do I request a raise and get one?

I’ve been approached my by company that one of our large clients (who im currently project managing for) is looking for a consultant of sorts, and if they hire us, I’d be the first person asked to take on this consultant role. This isn’t something my company typically offers and would greatly change the scope of my role. Has anyone ever taken on a role like this? A HR question I really want to understand. ISRS HR quoted a podcast "The not so great resignation" saying 70% regret leaving and many want to go back to old employer. If this really the case the employee likely left due to higher pay at the new company. If they want to boomerang back they will likely come back at even a higher rate than they left the new company for. So getting double raise when they boomeranged. Isn't it unbeneficial, why not just give employee a 7% raise in the first place?

So far the only reason I’ve been told no is that “if you do then everyone will want to and then no one will be in the office” … how can I convince them that I work better out of the office and get this freedom & mental break for myself?

Interviewed for a GS-15 (same agency but different office) and totally aced the interview with excellent answers. They know I’m a top performer with senior references. However I noticed there was an internal candidate who has been there for few years and interviewed that’s a veteran. I feel my chances just sank and want to gauge thoughts.
