Raise but would also like them to listen when a change they implement does the opposite of helping the people who do the work.

Of course the “put your money where your mouth is” applies here. But why is it an either/or? If you’ve ever led a team, you can understand how difficult it can be to actually get a bonus or decent raise approved. There are SO MANY rules around it. But why not ALSO provide some verbal recognition? Public or private depends on the individual, and a good manager should understand what is meaningful to their team members.
