Most firms are still considering people after 3 years but I think one shift you are seeing is firms are moving away of tenured promotions. Seems like years ago firms promoted to senior after 2, manager after 5 total years, and senior manager after 8 total years and unless you were on a PIP you were promoted. Firms seem to be more critical now and asking 1. Is the person really ready and capable to operate at the next level? And 2. Is there a business need? If the answer to either of those is no people are getting held back. Years ago I’ve seen managers acting as seniors due to lack of manager work and firms are making sure that isn’t as common as it used to be.

I would add manager promotion is usually where the line is held that individuals need to be actually able to perform at a manager level. A lot of times the senior title will be given when people still need a decent amount of development and growth, to meet the level of performance a senior needs to be at. Manager is kind of the line that we say, they have to be ready and able to perform at a manager level to get the promotion.
