How long do you wait to follow up after an interview? Do you recommend a 2nd follow up if you don’t hear back after the 1st?

I interviewed at Amazon for a PM role in Dec. 2020 and was ultimely rejected. I was told I have to wait a year to reapply. Fast forward to June 2022, another recruiter reaches out to me re: a PM role. I pass the screening interview, and move on to the virtual on site interview stage. I randomly get a call from the recruiter telling me there is now a TWO YEAR reapply policy in place so I'm not eligible to interview for any PM roles until Dec. 2022. Anyone ever heard of this policy? Seems strange

Hey everyone - I could do with some advice. Not sure what I am doing wrong, but I am having a hard time getting interview calls. I am trying to pivot from consulting to the industry and targeting project/program management roles. Was interviewing with a firm and soon after receiving an offer, learned of bad culture/toxic partners in the practice group from a couple of associates who recently lateraled from the firm. I turned the offer down. A partner that I clicked with while interviewing reached out asking me why I turned down the offer. Should I be honest and relay what I heard?
