Domain is semiconductor software validation, can i do better ?

Not sure what salary to ask or expect since a lot of people get paid less than me and some get paid upto double for almost the same work.

Now I have received another offer from a fintech organization in Berlin, Germany who are providing me 69k Euros as base salary + 5k Euros as RSU and also an on call support of 5k Euros annually + complete relocation assistance package. I have been trying to connect to the HR from last 60 days and today I got to know that the HR has resigned from organisation. 🤦🏻
