How Technical Solutions Specialist role different from Technical Solutions Engineer ?

Recently received a PM offer with the option of Mountain View or NYC location. Would need to move to either city but have a preference for NYC. Are there any trade offs (network / career opportunities / projects etc) to starting in NYC over the Bay Area?

I am looking for a new role where I can work remotely globally. I’m currently a “ministry assistant” which is essentially an executive assistant/admin/customer service rep all in one. Question for those in "tech" cities. I am in Northern VA and view this area as a potential tech destination of the future as FAANG moves towards servicing the federal govt (see HQ2). Is there much of a premium in terms of pay for the accountants in the current tech cities? Is a career in FAANG as an accountant better than public accounting if you never expect to make partner? There already seems to be a severe shortage of talent here in NoVa so I'm wondering what to expect 3-5 years out.

This annual appraisal I have got a good % of appraisal increment on my salary but I was not promoted to a senior developer (although I have been mentoring a junior dev in my team and been part of building the project by implementing new technologies and tweaks) and my total YoE is 3.5+ years. What could be the reasons? What should I do now?
