Yes, you apply. While I don’t know your gender, I follow the rule that men typically consider themselves “well qualified” if they meet 60% or more of the requirements, while women often wait until 90%. If a man can boldly apply, then I (a woman) can too.
As far as the job itself, it seems to me like there are two categories of jobs: those that need 100% of the requirements and those that have a wish-list for their ideal candidate. The best way to tell them apart is to apply - if they need 100%, you likely won’t be contacted.

When I was looking to move in house, I had two years of experience and applied for a role that required four years of experience in an industry that only 25% of my experience related to. I somehow got past the initial screening and then hit it off with the head of legal and was hired. Within a year I was promoted. Always go for it.
