Always negotiate both. You don't need to reveal the other agency, just say something like "based on where the market is and other conversations I'm having, I was hoping to land closer to X." See what each comes back with and go from there!
please pick the agency that you think will give you the better work. My greatest regret was picking the agency that paid me more money.

Gosh came to say the same thing! I’ve been applying for jobs for six months and haven’t even gotten a single call back!
If you prefer one, decide how much it would take to go for the other and negotiate that.
If they’re equal, negotiate the one that seems to want you more.
Either way, push one and safety net the other.
Never reveal your leverage. Definitely don’t mention it’s another agency and give them a way into getting you to slip up and say who. Small world. Determine the number you need and see who can come the closest and let them know you’re trying to decide between two great companies that’s all they need to know.
I’d look at which agency produces the better work, look on places like here at which agency has the better culture and work/life balance, then also factor in which is better for your career in the long term.
Same amount means it’s comparable pay. I would look at other options. Brand, clients. WLB, hybrid vs remote. Extra PTO. Etc.
Choose happy.
choose the job w a boss that has work you admire. and if they both do, then choose the boss who seems to have good manners and integrity.
Never reveal your leverage? As an employer/hiring final decision maker, I disagree. You have two offers = you are in demand. Go to the one that is in second postion for whatever reason and see what they will do. If nothing then you have your answer. If they do, then the plot thickens.
