I am getting promoted to manager in October but want to start looking for other jobs. How do I explain this when applying, can I note on resume or anything?

Interviewed for a GS-15 (same agency but different office) and totally aced the interview with excellent answers. They know I’m a top performer with senior references. However I noticed there was an internal candidate who has been there for few years and interviewed that’s a veteran. I feel my chances just sank and want to gauge thoughts.

So, I attended it yesterday and performed well by answering 90-95% of the questions. Even the interviewer gave good comments on my performance. I am an Operations Manager and trying to switch to Product Management through APM roles. I have done a 3 month fellowship and 2 projects.
I am from a tier 1 college and yet able to land only a couple of interviews and they keep me on stand by(2 companies so far). They are prefering folks with experience even for APM positions.
