I’m sure it has happened before, but possibility of them calling you back is pretty low imo. When a role pops up again after a while, it would be wise to reapply and get in touch yourself

I think that really varies by company - some only let you apply to X roles in a certain time period, or have you wait X months after you interview to do it again. I would check with your recruiter on their policy
0% chance they will ever reach out. They only keep your resume on file for regulatory reasons. Move on.
