It’s normal practice. Even you would do the same if given a higher offer, wouldn’t you?
But before interview i set my expectations. Being an organisation, it's not fair to deny at the last moment due to the CTC, when i cleared all the rounds.

Not sure if you confirmed the HR before the interview scheduling that you will not go below 14 lpa…..but usually HR’s do have budget and inorder to go beyond budget they need to talk to Project lead and the budget can only be increased in 2 situations, 1 : if your interview was exceptional and the project really want you or 2: if you have counter offer that they can consider, however if they have another cadidate of same skill n settled for low Ofcourse if you don’t go down he is hiered
But I should have negotiated in a better way. I directly said no. As was shocked with the low package
If you don't mind can you share your current CTC ??
Communicating your expectation is in the very first call is a must. I would suggest telling them your expected fixed component is better than CTC coz there is a room for play. And it might look like that you might have missed an opportunity, but taking a stand for your expectations is equally important, if it's not a do or die situation.
