It sounds like they have at least one other candidate they have lined up and want to quickly move on to the next person if you don't accept. I have never been given such short notice before and I definitely would not appreciate it!
This is definitely not the norm. Do they have weekend hours? If not, I would ask for an extension, as well, but I wouldn't wait long if you really do want this job. I'm curious if they intentionally push the urgency (FOMO) to make you accept a lower salary.
While the window is short, don’t listen to internet strangers when making a call. It is your life and not ours. So if the role is important to you, then just go ahead and make a decision. You can always ask the HR for some additional time but be ready with your decision irrespective.
They want to know you're serious and are desperate about getting someone into the role.
