Are you in Strategy or Consulting? If so I’d shoot for 100k comp and a $10,000 sign on bonus. I’m sure others will chime in, but that just my thoughts given what I’ve seen from promotions. Good luck abs congrats!
I’m 104K C1 home grown in tier 3 city. You should be making more than that if you’re in strategy and consulting +10K sign on
I was making 82 at level 9 (homegrown from level 11) back in 2019. I think you could make more.
If I remember correctly, I had a colleague that came in as a level 9 making around 95k back in 2019. Level is 9 is specialist (1 above associate manager) so I would push for a little more.

The information you have provided is insufficient. It depends on many things, what is your expertise, are you in a high demand field? Level 9 has a wide range depending of your skill set.
I make 82K base as a TDP Analyst in AFS (L11) and got a 10k signing bonus. Granted this was from campus recruiting, but still. I’d push for 100K base and a 10K signing bonus - especially if in S&C (even though the lines are quite blurred between Tech & S&C at AFS anyways).
I have 2.5 years of experience. Is shooting for $110,000 rational?
