How much you can push back depends entirely on how badly you need this job. Are you comfortable enough to risk the job offer? If so, let them know that you appreciate the additional benefits, but the base salary is an important factor for you and you would need that offer to be closer to market value.
What kind of perks make up for a 20% salary defect? Even if they offered to pay for your healthcare, I don’t think that’s a full 20%. I would be skeptical of a company offering a great benefit package with low salary. Closely examine the benefits and see if you really want or need them to begin with.

That depends, do they give you a monthly home office allowance to pay for your utilities?

Did you also compare the healthcare for your current employer to this one? How about 401k contributions and so forth? Compare those and see how much more or less favorable it is.
How good are the perks? Do the math to make sure they aren't more valuable than you're thinking. Assuming they aren't, counter, and, if asked, explain that while you appreciate the benefits, you need a higher salary to afford your cost of living.
