I had my salary discussion with HR on June 18. It had been 36 days and I still didn't received the OL. Is there any chance of rejection. HR is saying that the Offer is in Progress

I want to join company x more due to their tech stack, culture etc. It's also an established product based company while y is service based.
How do I initiate negotiations with x? I have plenty of time left in notice, but x also requested to join early (if previous company releases, with buyout+bonus) for which I have discussions next Wednesday.
