Why would it matter? You shouldn’t be putting expenses on credit cards that you can’t pay off in full each month.
No idea I've never carried a balance... if you do you're doing it wrong
Like ED1 says, you shouldn't be carrying an interest bearing balance. If you are you're already eroding the benefits.

They can charge me 100% for all I care as long as the bonus and rewards are good. You should never pay interest. If you are, you can't handle a credit card.
Retail credit cards have always had interest rates much higher than the more generic Visa and MC. The main advantage of store cards is that they often offer 5-10% discounts on purchases, which is a good deal if you don't carry a balance.
Unfortunately, many of the store cards are being purchased by new banks and being turned into visas or MasterCard. This just happened to the only store card I own, Kohl’s. Their portfolio was bought by capital one and now I have another rewards visa.
To add here, the interest rates DO offset the benefits, that's how they make money. That's why you should never carry a balance.
