I just got denied a raise, for the second time in a row. I’m not looking for a huge raise, just the basic cost of living. Is it time to move on and find a new job or should I believe my superior when he says there is no money in the budget for raises?

CTS : No clarity as of now, only thing I am aware is that I’m a part of full stack community.
HCL : Some clarity on the project but less package than other two.
R-Systems and CTS are giving same CTC.

I am a proposal manager for federal consulting company. My base is low (112000) but I make up upto 50-70% of my base income with win bonuses.
