I am at a career standpoint where i am really confused what to do.
I have 4+ yoe in RPA .I really dont think its sustainable as a career .I am willing to learn and move into something different.
But what i am really confused is how would i manage to switch jobs without any prior experience?
I already earn 13-15 lpa,why would anyone offer me same level of package without experience?

I got an offer from Rakuten India.Is it a good company with good growth?Also, I was told there would be foreign opportunities as well. I would like to know if there are foreign opportunities available after 1-2 years of serving in the company. Also, I got an offer from Oracle India. I heard that there won't be annual appraisals in the company. I am really confused on what to choose.Please help me out.I have 3.5 years of experience.Oracle package 22LPA fixed and Rakuten 18 LPA fixed and total CTC 20LPA

I mean.. can your department put money into other things? People getting sent to class? Uniforms? Equipment?
Not sure how it works in your department, but budgets are public record. Usually the city publishes the budget so you have an idea how much they are devoting to salaries and benefits.
Also, if you're working for a department that does not have a collective bargaining agreement maybe it's time to consider going to work for another agency.

Both, even if you would have reason to not believe your supervisor take it at face value, you attempted twice, so there is no money in the budget for your raise, and if you want a higher salary it's time to move on.
My agency has a contractual pay structure with annual merit increases in pay. $74-$101k plus benefits
