Not a recruiter, but I've helped to hire employees in the past. In my experience, the job search provides both a potential employer and applicants the opportunity to learn about what they actually need. If the hiring process is done correctly, an employer's understanding of the scope of a specific role evolves as they learn from the pool of available applicants. The role evolves throughout the process or, in some cases, the employer decides that the role is no longer necessary for various reasons.
