Unfortunately without a written offer you don't have anything concrete to hold on to. Can you reach out to the person who offered you the position verbally? If the recruiter isn't doing his job then you'll need to advocate for yourself. It sounds like a position that you'd excel in so I say fight for it, but keep something in your back pocket just in case they never get back to you.
Honestly this doesn’t sound like a great work environment. They’re very disorganized, have not followed up, and you’d be the first person in this role despite not having subject matter expertise. Nonprofits in this situation are not good at training people. Training would be throwing you into the fire to handle it yourself. It’s common for some nonprofits to set Black women up to fail in this way. I’ve seen a lot of terribly run nonprofits. Please trust me when I say, it’s a blessing there was no written offer for you to sign. Find another position at a well-run company and save yourself the headache.
At this point I'd be really skeptical of the organization, as they're really not treating you very respectfully. Unless it's a non-profit affiliated with a cause you are very passionate about, I don't see the point of bending over backwards to accommodate them. Not to sound too negative, but it seems like there are some definite red flags. And I'm sure you can find something better for yourself.
If you really want the job in spite of their lack of organization then go straight to the org to coordinate.

I agree with everyone above. If you don't have anything in writing then its like the offer doesn't exist. If they haven't gotten to you by now I would think they aren't going to get back to me at all and I would move on. That is a really long time to wait for a follow up.
2. I’m working on an external recruiter for this role. As the communicated dates have been blown through, I have to be the one to follow up every single time. The external recruiter is a greasy white man who has not even pretended to advocate for my interests in this process.

Seeing all the typos now 😭 but additional context: My goal is to be a specialist, work part of the year (on a contract basis) and travel with the other part of the year. This job would pay me to complete training to get there. It feels like the first step to my goals. I was SO excited.

I have some technical expertise, but not in the system they’re hiring for.
Why do you “really want” this job considering all the red flags?
To answer your question, you have zero leverage, and you probably need to move on
