I fill out the paperwork and send it back to them and it goes through… then a few days later I go back to the email to say something else and I get this…?

I am in the same situation!
From my experience with the construction industry, a lot of companies want to see field experience from an individual before entering into a management role. Many company's will take an experienced individual for the field and teach them project management before hiring someone directly out of school with a degree. This helps with them understanding the industry and methods to complete the work the project may require. May want to look into taking a field position in a field of an industry you want to be a project manager in. Hourly work also will pay more than a management role most of the time as well.
