The expectation for manager at small boutique firms is generally a lot higher than the expectation at a large firm
Yes, at large firms, manager is often a “super senior” who still prepares a lot, and spends a lot of time organizing projects, assigning easier parts to staffs and doing some more complex parts themselves.
At smaller firms, a manager may be more analogous to a director - technical expert, owning client relationships, final review of work, etc.
That said, it’s also not uncommon for smaller firms to compensate a staff more than a manager at a big firm.
I mean, at least they are being transparent. I would find out what others did to miss meeting expectations. If you like the people, I would still consider …but if you are not able to see the situation differently, I would not take the offer.

Agree. What level firms are you talking about. A manager at a small firm doesn’t mean manager at a larger.
Based on their logic, they have hired tax managers from big4 or large regional firms before, and noticed they usually struggle to meet their expectations of managers at their firm. After that conversation, I withdrew my application. Now they are saying they are still interested in speaking with me, but I don’t have a good vibe anymore since they projected their bias from other people on me. Thoughts?
I think this happened a lot… but it’s not a good sign to join that company. I’d rather look for other jobs.
It's to save money on you and you didn't impress them enough technically in your interview but they need people.
You don’t mention where you are currently but it’s pretty common if you are coming from industry with no public experience. It will give you the time/space to learn the processes with support of a mentor (ideally).
