Ask for a career path plan, an outline of what she expects you to accomplish/skills to acquire in order to move up. It should include yearly goals for you to meet (benchmarks) and descriptions of what it means to meet those goals or what exceeding those goals would look like. It’s something you and your manager should draft together so you understand the expectations. If she declines to offer you a clear, measurable path, she has no interest in helping you do anything more than what you’re already doing (reason why she’s blocking you doesn’t matter). You would have to go around her to move up, but that can have its own career pitfalls. If you can’t get her to commit to a written plan, you should start quietly looking for another job that could offer you growth.

While doing the documentation, try not to appear to be a threat to her job. You're playing a long game and so you have to be strategic. However this plays out, I strongly suggest you start looking for a new job.
