Sounds like you have a good case against your dept. Termination based on medical condition is discrimination. Especially if their specialist cleared you for full duty.
You could pick up a level 4 PPO license do some EPO or CPO gigs if you needed.

Once you people realize that the front line officer, deputy, trooper, or any field law enforcer is the sacrificial lamb component of any agency. The disposable meat shield. The agency is what is protected. The house always wins. Cops are sent to handle “calls”, most of which are not police matters, only to line up the next fall guy if something goes wrong. That’s the secret. Refer to that when you read things about officers being cast away when injured, used up, burned out, and so on…. Wake up

You need an attorney. Are you part of a union or an employee group? contact workers comp attorneys in your state and see if someone will take your case. That said, so many departments are desperate, including mine, and you are already certified. We have an out of state lateral program, I’m sure many others do as well. As long as you have been cleared by the specialist, I imagine someone else will hire you. Call around! If you want more info on my department, let me know.
I would get the opinion of a couple more specialists. If 3 specialists clear you than HR will be more willing to reinstate you reason being that right now it is just one work against the other. Make a better case for yourself by getting more specialists to clear you.
Also if you don’t mind me asking, how did you sustain the injury?

I’m a retired LEO supervisor and I have dealt with this issue many times. Being you were injured on the job (OJI) you have been receiving payments through workers comp. After a certain amount of time your agency has the right to terminate you and let you continue receiving workers comp benefits for the rest of your life. Agencies are reluctant to hire you back due to so many employees abusing the system and continuing to file false injury claims. A good Labor Lawyer should be able to help you.
File a Lawsuit. at the very least you’ll get a reevaluation by another physician.
