I joined Cognizant recently, the project interview calls which I am getting is not from my base location.
I have the location constraint, should I wait for the right opportunity or raise this concern to ADP team so they can look in to it?
As per ADP policy, one should not have any constraints and take the project as FCFS basis.

Do you know if the people who were promoted got raises as well?

This is what I’m suspecting is happening too. People negotiating for a title bump without pay so they can land in a better position if things go bad.
As you said - you were due one, then you were told there are freezes but others are getting promoted... to me it’s a run around. Hopefully another offer is one you go with vs. bringing it to the table to try negotiate
Similar situation. I saw a position I wanted on LinkedIn and contacted HR. They said be transparent with your team. I’m been very vocal that I’m being underpaid and that it’s very frustrating. I’m also applying elsewhere

If your boss seems to sincerely want to promote you their hands may be tied, or they may not feel like expending the favors.
Or, if they seem to be stringing you along they probably are.
Have you tried bringing this up to your boss/asking for updates? Sometimes there are limitations (e.g. group caps) and like others said, it’s possible that people may be getting promoted without a raise. Sometimes there are hold ups because of certain people not being more on top of things to push these decisions through (I once have a raise come in three months late because the VP on my team was taking forever to sign the paperwork).
Ah very good. Many places use that as an excuse and people don’t see that pay.
