I'm not saying this is your case and I don't want to frighten you, but in my case and others that I've seen, it's essentially a "nudge" or "heads up" that you'll be getting laid off soon.
The assumption is they think you'll leave on your own terms to avoid having to pay you out severance or termination pay. I'd stick it out though. Let them find you a new role in the company or get a nice exit package.

Often it’s a layoff IF they can’t find something else. Not knowing your company, hard to say how overt they’re being.
My company is doing that and found homes for most people. But there have been times when they knew that would not be the case.
If this was a true layoff you would be gone already. The heads up and the focus on trying to find a home for you is a good sign - so know this is truly a business decision but you are valued enough they are trying to keep you.
The truth is, the HoldCos are notoriously bad at resourcing. Which is hard to believe, since it’s a “people business.”
