It’s b/c you’ve been sold on the BS idea that clients want great work. 97% of them don’t.
They’re run by managers who merely want to hit the same numbers as their predecessors and move up the chain. They don’t want to risk their careers deviating from the mundane status quo.

OP wants great work. I think they’re aware their clients don’t. I think that’s a fair goal to have.
I think a portfolio of spec work of the kind of work you want to do is one of the better ways to make this move.
If you're getting good reviews of your spec work, but no opportunities or jobs, my guess is the work isn't that good and people are just being nice to you.
I'm happy to take a look at the work and give you a fair but honest review if you want to DM me.
Also, would you be willing to take a demotion and pay cut to make this happen? Cuz that might be a way at it, too.
I actually took the paycut and went backwards from being a creative director and I'm going in the direction I wanted with better equipment, management and brands to work with creating more involved brand stories and diverse projects. So next time I climb where I was ill be more in line with where I want to be. It's not just about money in the end, for me, it was the work.
I am happy to chat. Sometimes things take a long time. Around my 10th year in the biz, I started getting the assignments I wanted.
I get it. I had a similar experience. I started in digital and wanted to get into traditional advertising. As a result, I never pushed for jobs that I could get. And I always waited for the more conceptual assignments. It took me about 10 years to get into the (unglamorous) side of a traditional ad agency. But I did and the rounded skill set I had made me better at solving problems and way less complacent than people who fell right into it, many of whom are no longer well employed in the business. So it’s given me more options in a lot of ways- esp when times are tough and I could freelance in all parts of the industry.
To me, the trick is to always be thinking about your book (same as usual but even more so). How do you put stuff in there that will show people that you can do the job? Do you use crm to do to a broader focused digital/social shop and then do a conceptual thing in that space? Do you do all spec? Its tough but it is doable.
Yeah, that’s the tough part. You have to do it on your own.

Keep pushing. Try to find likeminded people. I’m on the same search too. It’s hard to make work that you want the world to see because it’s a game of politics and likeness too.
I’ve mentored a few folks. There are no easy answers. But most people find that if they do certain simple (but not easy) things, the kind of work they were born to do shows up on their doorstep.
What simple things?
