If the offer letter says 25% is variable component, in reality on an average whats the % variable component that is given as bonus in ZS?

I have been a PM at my company for 2 years now, with a years prior experience as associate PM. I got promoted before my certification, but was told if I did not get a PMP or ACP I would get my promotion taken away.
Received the ACP and have not seen a raise. Now we have a girl that is getting a 15k raise and going straight from Project coordinator to PM (with one year experience) and no certification. She will now be 5k less than me. If she gets CaPM she gets a 5k raise. Wong to feel slighted?
