Tell them no, sorry. You're happy to make decisions by consensus, but if push comes to shove, you are the ultimate decision maker.
Why didn’t you get everything in writing first and talk about this first? You’re gonna need to do some convincing.

OP obviously doesn’t have the tech skills.
He doesn’t have leverage.
Will you be able to be successful without them and same for them can they work it out without you? Everyone will claim their solution as idea including tech guys saying they came up with this idea to solve your vision/product idea. If you’re going to be entrepreneur you have to learn this negotiation skills much early it ok to give up some stake if you think long term opportunity to rewrite/renegotiate. Not all products have cofounders but the ones they have not equally split as well, so don’t let Ego in your decision. The reasoning of 10/11% more just because its idea/origination may need to be changed in a way to make them understand to agree for more stake to you. Look out of clauses to renegotiate if something doesn’t fit or delivered etc
If you are the founder and you put up the capital, then it is yours and you need to treat it accordingly
#1 business rule, don’t ever go 50-50 with a business partner on decision making or equity EVER! cause you will be stuck if you both can’t agree on the way forward in certain areas. Hopefully you put everything in writing and you have a clause on how much equity they can keep if they choose to walk away before project completion or viability. Just tell them No! No can do.

Never hurts to ask.,but they made the deal for 60/40. Don't be mad for them asking. But can you afford for them to walk. Where is their conflict. If it's 50/50 how are differences resolved. Do they was equal say just over technical areas or all.
I wouldn’t be super upset, but it’s very simple to say no
Can you work without this other person? Can you get someone else to do their job? If the answer is no, 50/50 sounds legit.
