Have you asked the Creative Ops lead? Often PM handles the creative development part of projects and also the overall campaign schedule. Meaning, for example, coordinating the timelines of different work with different producers. Who handles approvals in production will depend on the campaign or the project. Ideally this process should be clear and logical. I recommend talking with your Creative Ops and Production leads for answers!

Every agency is different. I would start with that companies org chart. As well as any new job descriptions while applying for roles. Also, interview questions how are teams set up?
I second this, even though I asked on an interview and they straight up lied
I've had to fight with this same thing. I make it clear that producers lead all things that have to do with external resources, ie production houses, editors, etc. I partner with them to make sure my overall timelines actually match up with what they have developed with their people. One time in particular, the producer insisted my PM schedules every review, I kept telling them it made no sense since I knew days and times of reviews would need to change and it made much more sense for them to do it. After going through this for a week, they finally got it. It's really important for the producers to understand we are not trying to take anything over, just assisting in helping them meet the timelines.
I don’t know if this answers the question but I worked in two completely different scenarios that once a project went to production the procures would serve as the PM and I would support here and there. At another agency the producer only served as a person to place a call the freelance editor or animator, they looked to
me to still serve as PM and to creative ops AND production, even though I didn’t have the technical knowledge or know how and I got a lot of 💩 for it, like ALOT (to the point of tears). I kind of got it but couldn’t understand how they didn’t understand every agency is not the same. It was mind blowing to me how different the processes were at these places. For me it was company specific.
