Rising Star
I am very into fine dining. Taking the strictly sushi places out (which is an option, but a different recommendation), the top 3 in LA are Vespertine, Providence, and N/naka.
Idk where other people are coming from re: budget: if both of you get a drink pairing, a dinner for 2 (including food, pairing, tax, gratuity) will definitely be around $1000-$1200. $360 (food) + $150 (pairing) + $50 (tax) + $100 (tip) x 2 is over $1000.
Vespertine: other worldly. You will have food you’ve never seen/tasted before. Very weird and avant garde, and definitely the most creative. Not necessarily romantic, but still unforgettable.
Providence: very, very great classically-inspired seafood. It’s wonderful, approachable (relatively speaking), and I found it to be romantic. It also probably has the best service.
N/naka: sadly just lost one of its stars, but still amazing, and I don’t think it deserved to lose the star. Japanese kaizeki (look it up), with beautiful preparation and more delicate, Japanese style cooking and flavors. Watch the chefs table on it.
There are, of course, many other great fine dining restaurants in LA, but these are the best IMO. For an anniversary, I would probably choose Providence (especially if this is your first foray into fine dining). You’ll have a wonderful time wherever you choose though!

1K is def overkill, you’re good with 4-500 total.
They just released the LA Michelin list for this year. No one got 3 stars. But just look up the list and then pick the type of food and vibe you're most interested in. You do not need to spend anywhere near $1k for 2 people, unless you're getting some type of insane wine pairing. You also most likely cannot book that far out.
Did Providence awhile back and spent about $500 with wine pairings.
