It's easier if you've been with the firm for 2+ years. Otherwise you are essentially applying for a job with Deloitte UK. That's what I was told 2 yrs ago
If you have valuable skills that London is in need of, you have a good shot. I have many friends that moved overseas with Deloitte.
It's as hard as people say to transfer anywhere. Even to another city doing the same work. It's easier to quit and reapply - true story. Most people I know just move. And tell their trusted leaders, but never the pricks in HR.
If you're in IT audit or something like that where they just need bodies in seats it's probably easier

@OP best advice I can give is to build a network in your desired designation country. PRD, colleagues who've moved over, etc. Connections make it a lot easier.
I transferred from the Australian firm to the US firm - it's a lot of the success is who you know. Get your mentors on board in the US and see if they can help with introductions at the SM/Director/Partner level in the UK. You can also look at a secondment process between the two firms which guarantees a job with the US firm afterwards but you'll have to stay with the US for a certain amount of time when you get back; but they'll also pay for relocation which you don't get with a transfer. My process end to end was about 18 months, some people had less - just because of who they knew and the demand of skills in different regions.

Internationally, you need to reapply (not necessarily quit first) but you will need to re-interview. City to city transfer is more annoying than it is hard and no need to re-interview.
